Yes, that's why I tested the manual for non-ASCII characters, but as you can see above there are none so no reason to open a bug.
You can check that your manual matches what is in the dpkg database:

$> md5sum /usr/share/man/man1/wget2.1.gz 94f14c9fe1f635523bac1a60c0de885f  /usr/share/man/man1/wget2.1.gz$> grep "94f14c9fe1f635523bac1a60c0de885f" /var/lib/dpkg/info/wget2.md5sums94f14c9fe1f635523bac1a60c0de885f  usr/share/man/man1/wget2.1.gz
Check that you don't also have manuals in /usr/local/share/man/.
