Hardware • Display brightness cannot be fully adjusted on HP laptop after resuming from sleep mode

Hello, the brightness control on my laptop has not been working properly lately (I don't remember when it started not working or what package update could have broke it, sorry). Right after I boot my laptop, I am able to adjust the display brightness normally and it just works as it always has, however, if I put my laptop in sleep mode, upon waking it from sleep mode the brightness will only go between max brightness and slightly lower than max brightness, regardless of whether the i set it to 0% or 100%.

So far, i've tried booting my PC with the kernel parameter "amdgpu.backlight=0" and "acpi_backlight=video" which did not help. The issue still occurs regardless of whether I use X11 or Wayland. I haven't enabled any power saving settings that would affect the brightness.
amdgpu:brightness and amdgpu:actual_brightness both have correct values (I mention this since i've seen that people have had issues similar to what i'm describing caused by these values being wrong). Im assuming that this is caused by kernel 6.1 but I don't know when it was updated from 6.0 so it's possible that this is unrelated.

My PC is on Debian 12 stable with KDE plasma as the desktop environment and an AMD(integrated) GPU. Thank you for any help with troubleshooting this!!
