General Questions • How do you change non-root partition permissions?

I have four primary partitions
1; Grub.
2; Debian
3; Data
4: Swap

How can I change the Data partition permissions to "Open" ie; free to use without restraints?
I noticed that when I open Dolphin, my Data partition has to be mounted first and to do that, I have to give my "password" for it to be accessed.
For me to add a folder or anything to it, I have to use konsole and sudo to make a folder. (((SMH)))

How can I make it show up from the git-go without having to give a password to mount it and be avilaible to use as I wish?
BTW, when I have Dolphin open and have the partition in question mounted, I checked the permissions and they are greyed out.
What gives?
